What does "naturally decaffeinated black tea" mean?

I have this pumpkin spice tea bag, and it indicates this in the ingredient list. Is it healthy? And how is it "naturally" decaffeinated?

Tea (white, green and black) can decaf at home. All you need to do is put your tea leaves in your infused and put them in a mug. Boil your water to the proper temperature for the tea that you get to brew. Pour water on the leaves to cover them. Leave it in 30 seconds. Remove from infused mug. Throw the water out, there are mugs. 80% of caffine in tea leaves come out during the first wash of water on the leaves. Now you can brew your tea for to drink. When you naturally decaffeinate tea, they use this same process. They are washing the leaves quickly wash out caffine from the leaves, then gives the leaves dry. Hope this helps.
